The remaining concrete can also be given a second life, for example, by being prefabricated into concrete guardrail kerbs, concrete retaining wall or solar panel ballast block guide walls, etc. With the support of the "Enterprise Support Programme" (ESP) under the Recycling Fund, “Huan Yu Environmental Limited” has recruited additional staff and purchase additional equipment to recycle waste concrete from construction sites and concrete batching plants. This not only enhances resource utilization but also promotes the sustainable development of the construction industry.

The Hong Kong Productivity Council (HKPC) as the Secretariat of the Recycling Fund will arrange a technical visit to “Huan Yu Environmental Limited” to introduce the collection of waste concrete and their production process. Established by the Environmental Protection Department of the Hong Kong SAR Government, the Recycle Fund aims to promote the recovery and recycling of waste by facilitating the upgrading of the operational capabilities and efficiency of the recycling industry for sustainable development. Under the Recycling Fund, the “Enterprise Support Programme” (ESP) aims to enhance and expand the recycling operations in Hong Kong. Furthermore, the solicitation theme “Projects from New and Start-up Enterprises” (SUP) under ESP aims to support new and start-up enterprises in adopting innovative ideas to facilitate recycling operations.

Visit “Green Island Environmental Technologies Limited”

Oyster shells have various uses. Besides providing habitats for marine life, purifying water, and protecting coastlines, they can also be used as building materials. “Green Island Environmental Technologies Limited” collects waste oyster shells with the support of the "Enterprise Support Programme (ESP)” under the Recycling Fund's “Solicitation Theme on Projects from New and Start-up Enterprises”. These shells are collected and delivered to a local cement manufacturing plant to replace limestone made of virgin material, which is one of the ingredients for production of cement. This provides a sustainable material option for the construction industry, aiming not only to reduce waste but also to achieve a circular economy and resource reuse. Additionally, it promotes the development of a sustainable dining experience.

The Cleaner Production Partnership Programme (the Programme) was launched in 2008. Through funding projects and technology promotion activities, it has successfully encouraged Hong Kong-owned factories in Hong Kong (HK) and Guangdong Province (GD) to adopt cleaner production technologies and practices. Given the positive environmental benefits brought by the Programme, the Chief Executive announced in the 2024 Policy Address an additional allocation of HKD 100 million to extend the Programme until 2027, continuing to support the green transformation of HK-invested manufacturers and align with the national drive for high-quality development.

The Cleaner Production Partnership Programme (the Programme) was launched in

The Cleaner Production Partnership Programme (the Programme) was launched in 2008. Through funding projects and technology promotion activities, it has successfully encouraged Hong Kong-owned factories in Hong Kong (HK) and Guangdong Province (GD) to adopt cleaner production technologies and practices. Given the positive environmental benefits brought by the Programme, the Chief Executive announced in the 2024 Policy Address an additional allocation of HKD 100 million to extend the Programme until 2027, continuing to support the green transformation of HK-invested manufacturers and align with the national drive for high-quality development.

The new phase of the Programme focuses on promoting the practical application of newly developed cleaner production technologies, particularly those developed locally or through joint efforts between HK and GD. To enhance the understanding of clean production among Hong Kong-funded manufacturers and innovation and technology enterprises and to promote cooperation between the two sides. The Hong Kong Productivity Council (HKPC) as the Secretariat of the Recycling Fund will arrange a briefing session, where you can learn about different schemes, application details and experience sharing. The Recycle Fund aims to promote the recovery and recycling of waste by facilitating the upgrading of the operational capabilities and efficiency of the recycling industry for sustainable development. Under the “Enterprise Support Programme” (ESP), a solicitation theme “Projects from New and Start-up Enterprises” (SUP) aims to support new and start-up enterprises in adopting innovative ideas to facilitate recycling operations. Furthermore, the “Standard Project – $1M” (SP1M) under ESP enables small and medium enterprises (SMEs) to apply for the purchase of equipment from a specified list through a streamlined procedure. This allows applicants to implement the project to upgrade their operational efficiency and enhance their capabilities.

Under SUP, Plasticwood Studio will be invited to share how they collect plastic bottle waste from schools and upcycle it into recycled end products using a 3D printer, injection molding, and/or hot compress machine under the funding from Recycling Fund. In addition, N.T. New Materials Limited will share their experience in purchasing equipment such as forklift, pallet truck, conveyor belt and dust collector with the support of the Recycling Fund to enhance the efficiency of their recycling operations.

To further promote smart mobility, a HK$1 billion Smart Traffic Fund (the Fund) was set up by the HKSAR Government to provide funding support for research and application projects as well as pure research projects on innovation and technology, aiming to enhance the convenience of motorist, enhance efficiency of the road network or road space and improve driving safety.

The Patent Application Grant (PAG) is a funding scheme designed to assist local companies and individuals in applying for patents for their own inventions. New Phase of Cleaner Production Partnership Programme（2020-2025）

In April 2008, the Environmental Protection Department launched the Cleaner Production Partnership Programme (the Programme) to encourage and facilitate Hong Kong-owned factories in Hong Kong and Guangdong to adopt cleaner production technologies and practices, thereby contributing to improving the environment. In the light of the environmental benefits brought by the Programme, the Government of the HKSAR has extended the Programme until 31 March 2025 with a funding of $311 million.

To encourage businesses to adopt energy-saving and emission-reducing technologies, our program provides funding to eligible companies for assessing energy-saving, emission-reducing, and resource-saving in their factory. It also supports the installation of equipment to enhance their clean production efficiency.

To promote clean production technologies, this visit will showcase a demonstration project which is廣東溢達紡織有限公司. The demonstration project is "DPII 1. Using inline colorimeter for mercerisation and washing to reduce water consumption’’ and "DPII 2. Adoption of variable frequency drive (VFD) technology During the event, detailed explanations will be provided regarding the on-site equipment and technical principles of the demonstration project.

Hong Kong Productivity Council (HKPC) was appointed as the implementation partner of the Technology Voucher Programme (TVP) in June 2021. Since then, more than 26,000 funding agreements have been signed with local enterprises and organisations. Launched in November 2025, the Pilot Manufacturing and Production Line Upgrade Support Scheme (Manufacturing+) aims to support enterprises carrying out manufacturing operations or running production lines in Hong Kong to formulate smart production strategies and introduce advanced technologies into their existing manufacturing operations or production lines.

Eligibility
Applicant must fulfill the following requirements:

(a)(i) is registered in Hong Kong under the Business Registration Ordinance (Cap. 310) (“BRO”); or

(a)(ii) is incorporated and registered in Hong Kong under the Companies Ordinance (Cap. 622);

AND

(b) is neither a listed company in Hong Kong nor a government subvented organisation or subsidiary of any government subvented organisation;

AND

(c) has been carrying out manufacturing operations or running one or more production lines for at least one year in Hong Kong and the manufacturing operations or production lines are related to the project under the application.

Application
Manufacturing+ is open for applications throughout the year. Applicants should only submit their applications by one of the following methods, after completing the necessary e-procurement procedure on the same website :

1. Through the dedicated website ; or
2. by sending the completed electronic form, together with other required documents, to the Secretariat (email: mplus-enquiry@hkpc.org).

Applicants should study the Guidance Notes below before submitting their application and may contact the Secretariat via hotline or email for assistance if they encounter difficulties in e-procurement or submitting applications.

Assessment
Upon receipt of an application, the Secretariat will check its eligibility and conduct a preliminary screening. The Secretariat may seek clarification or supplementary information from the applicant if necessary. Only eligible applications will be submitted to the Committee on Technology Adoption and Production Line Upgrade (the Committee).  Applications supported by the Committee will be submitted to the Commissioner for Innovation and Technology for approval of funding.

To support SMEs in navigating geopolitical challenges and seeking market diversification, the Hong Kong Special Administrative Region Government (the Government) will inject HK$1.43 billion into the Dedicated Fund on Branding, Upgrading and Domestic Sales. The geographical scope to cover eight more economies, including B&R countries. The Government will also enhance promotion and facilitate the participation of enterprises in exhibitions and export marketing activities through “Easy BUD”.

"Green and Sustainable Finance Grant Scheme" and "Pilot Green and Sustainable Finance Capacity Building Support Scheme" have been uploaded to the BEE website and mobile app.

The Hong Kong Export Credit Insurance Corporation (HKECIC) announced special enhanced measures to strengthen its support to Hong Kong exporters with a view to helping them combat the rising credit risks caused by the so-called reciprocal tariffs of the US.

Over the years, the HKECIC has been providing timely support to the export community in Hong Kong. In light of the escalating China-US trade conflict, the HKECIC will continue to strengthen its export credit insurance support for Hong Kong exporters and assist them, especially SMEs, in coping with the challenges posed by the turbulent trading environment through special enhanced measures.

The special enhanced measures are as follows

 The above special enhanced measures are valid until 30 June 2026 and are applicable to both existing and new policyholders.

The HKECIC continues to adapt to market changes and provide timely support to exporters, helping them cope with challenges and grasp business opportunities. The HKECIC has been proactively implementing the initiatives proposed in the 2024 Policy Address and 2025-26 Budget, including the approval of motion by the Legislative Council on 26 March to raise the maximum indemnity percentage to 95%; offering 20 additional free credit assessment service on the buyers in Mainland China, ASEAN and Middle East; collaborating with various financial institutions to enhance financing support for e-commerce businesses; and providing credit insurance for export services relating to multinational supply chain to render more comprehensive support to enterprises seeking to go global. Meanwhile, the HKECIC has extended the 15% premium discount on the “Online Micro-Business Policy”³ to 30 June 2026.

³“Online Micro-Business Policy” is tailor-made for Hong Kong exporters with an annual turnover of less than HK$30 million.

The HKECIC was established in 1966 under the Hong Kong Export Credit Insurance Corporation Ordinance (Chapter 1115). Through the provision of export credit insurance services, the HKECIC protects Hong Kong exporters who trade on credit terms with overseas buyers against non-payment risks and helps them conduct export business in a prudent manner. The HKSAR Government provides a guarantee of HK$80 billion for the HKECIC’s contingent liability.

When your company is engaged in export trading on credit payment terms namely Documents against Payment (DP), Documents against Acceptance (DA) and Open Account (OA), it is exposed to "non-payment" risks. Major Benefits of Export Credit Insurance [3]

1. Insurance Protection: Export credit insurance protects exporters against risks of non-payment involved when offering credit terms to their overseas buyers, enabling them to secure business by extending more favorable terms to overseas buyers.

Risk Assessment and Monitoring: The HKECIC’s insurance policies provide exporters with risk assessment and monitoring support whereby it advises exporters on the prudent level of credit they may grant to their buyers. Export credit insurance companies maintain a worldwide database of buyers whose information is regularly updated from various sources including an international network of credit information agencies, and whose creditworthiness is regularly monitored by their underwriters.
   
   
3. Collateral for Discounting Export Bills: Export credit insurance policies are generally accepted by the banking community as collateral for the discounting of export bills. Under this arrangement, the protection accorded to a policyholder by the HKECIC’s cover is extended to the policyholder’s bank by a Letter of Authority, which authorises claims to be paid directly to the bank. Such an arrangement can be instrumental in helping policyholders obtain the banking facilities they need.
   
   
4. Providing Assistance in Loss Minimisation: With an international network of lawyers and debt collectors available to call on, the HKECIC assists policyholders in solving payment problems and advises them on practical ways of minimising losses when they trade.

Eligibility

All local companies such as manufacturers, importers, exporters, freight forwarders, warehouse operators, carriers, etc. involved in the international supply chain activities are eligible to join the Programme.  No accreditation fee will be charged.

AEO Accreditation Criteria

To cater for different stakeholders of the industries under this partnership programme, Hong Kong Customs will grant AEO status to qualified companies in two tiers.  This tiered accreditation will be awarded according to their level of compliance with pre-determined criteria set out as follows:

These accreditation criteria specify the requirements which companies participating in the Programme should adopt to enhance their security measures and standards. To test their readiness for AEO accreditation, companies are firstly encouraged to conduct a self-assessment via our online self-assessment tool, AEO iPASS, on their internal policies and operational procedures against these pre-determined criteria.  Customs officers, upon receipt of the application documents, will conduct on-site validation to confirm the company's implementation of related security measures and procedures.

AEO Mutual Recognition Arrangement (MRA)

The development of AEO programmes has become a global trend.  Currently near 100 numbers of overseas Customs administrations, including most of Hong Kong’s principal trading partners, have fully launched their AEO programmes.  Some of them have established among themselves MRAs, whereby AEOs of one economy may enjoy facilitation provided by the others.

Hong Kong Customs will explore opportunities for developing MRAs with other Customs administrations.  MRAs will further enhance the competitiveness of AEOs in Hong Kong with diversified benefits granted by overseas countries. All these manifest Hong Kong's devotion to securing global supply chain and help strengthen its competitive edge as a major international trading centre and regional logistics hub.

At present, Hong Kong Customs has concluded 16 MRAs with the Mainland of China, India, Korea, Singapore, Thailand, Malaysia, Japan, Australia, New Zealand, Israel, Canada, Macao and Bahrain Customs.  HKAEOs are able to enjoy reciprocal clearance facilitation provided by 16 economies.

The Government has rolled out enhancements to the Pilot Scheme. Starting from 1 February 2024 onwards, the scope of funding has been extended to cover Environmental, Social, and Governance technology solutions and related implementation services, along with project-based training associated with technology implementation, with a view to promoting the development of smart, green and sustainable logistics in the logistics industry.

“HKPC Funding Schemes” Announces Findings on “SME Development and Support” Nearly 70% of SMEs in Hong Kong Urges the Government to Bolster Funding Schemes Related to Marketing and Promotion

(Hong Kong, 17 January 2024) “HKPC Funding Schemes” recently announced the findings on “SME Development and Support” (“The Findings on SME”) and held the BEE² Inauguration Ceremony on the same day. The event invited Dr Bernard CHAN Pak-li, JP, Under Secretary for Commerce and Economic Development, HKSAR Government, to deliver the opening remarks. Dr CHAN, Hon Sunny TAN, Chairman of HKPC, and Ms Vivian LIN, Chief Operating Officer of HKPC, officiated the Ceremony.

During his welcoming speech, Hon Sunny TAN, Chairman of HKPC, stated, “As Hong Kong's leading implementation agent of funding schemes, HKPC provides secretariat services for 10 funding schemes and is committed to understanding the needs of SMEs. In view of this, BEE Square (BEE²) will be set up today to provide a platform for applicants of the Government funding schemes to interact and exchange views regularly to enable SMEs and startups to obtain timely and appropriate information on Government funding schemes.”

“The Findings on SME” indicated that over 70% of Small and Medium Enterprises (SMEs) in Hong Kong desire the Government to introduce funding schemes related to marketing and promotion, which reflects SMEs' demand for expanding into Mainland and overseas markets.

Overview of SMEs Development: 58% of Respondents Have Yet to Reach Pre-pandemic Business Performance

In the second half of 2023, HKPC Funding Schemes commissioned the Centre for Communication and Public Opinion Survey (CCPOS) of the Chinese University of Hong Kong (CUHK) to conduct a survey to learn about the challenges and development direction for SMEs in the post-pandemic era, their views on Government funding schemes, as well as the application processes and the information platforms. The survey received online responses from over 500 representatives of SMEs, and six focus group interviews were conducted, which included 30 SME representatives from different sectors.

According to the survey, in terms of business challenges, 58% of enterprises stated that their “business performance has not returned to pre-pandemic levels”. Furthermore, “lack of cash flow” and “increased operating costs” accounted for 57% each. As for future business goals, 60% of enterprises identified “profit maximisation” as their top priority, while 51% and 44% of enterprises respectively indicated “growth/expansion (outside Hong Kong)” and “increase operational efficiency and productivity” as their development objectives.

“Marketing and Promotion”, “Talent Acquisition”, and “Support for Business Expenses” Ranked the Top Three in Terms of The Most Desirable Funding Schemes

Faced with business challenges, over half of the SME respondents stated that they had previously applied for Government funding schemes to support their business development, while 72% of the SME respondents expressed their intention to apply for funding within the next 24 months. The survey also indicated that SMEs have a strong desire for the Government to introduce funding schemes related to “marketing and promotion” (72%), “talent recruitment” (49%) and “support for business operating expenses” (49%). The survey also assumes the Government introduces funding schemes to support the expansion of Hong Kong businesses for SMEs, and 80% of the respondents expressed strong interest in applying.

Professor Clement SO, Research Professor at the School of Journalism and Communication, CUHK, said, "The survey results reflect that the majority of Hong Kong's SMEs face various financial challenges after the COVID-19 pandemic and expect Government support in areas such as talent supply, daily operations, and information technology. Government funding schemes are crucial measures for SMEs to develop their businesses and implement digital transformation. Over 70% of SMEs indicate that they will apply for Government funding in the next 24 months, which precisely reflects this point. Furthermore, over 80% of the respondents also expressed interest or strong interest in applying for funding schemes aimed at expanding their business in Hong Kong, highlighting the importance of the local market. On the other hand, the Government funding schemes information platform plays a significant role as a vital channel for SMEs to access the application process and stay updated with the latest news regarding funding schemes. Through this survey, it is found that SMEs consider an ideal information platform to provide a single sign-on (SSO) account for handling different applications, successful case sharing across various industries, and a community for applicants to exchange experiences. Under the influence of the current economic environment and various uncertain factors, assisting SMEs in effectively utilising Government funding schemes to achieve different business objectives is an important task.

In terms of the Government's role, SMEs hope that the Government can take the lead in coordinating and assisting SMEs in expanding their presence in Mainland and overseas markets. This includes organising exchange programmes, study tours, and exhibitions to help SMEs gain an in-depth understanding of target markets, especially local regulations and market information, opening up opportunities. Other suggestions are as follows:

• Local and Overseas Talent: Optimise policies for recruiting overseas talent, relax the requirements for overseas universities, and consider factors beyond rankings. Additionally, strengthen local talent training, particularly in the field of Information Technology (IT)
• Operating Costs: Introduce low-interest mortgage loans to help SMEs avoid difficulties in applying for bank financing
• IT Development: Assist in attracting more local and Mainland IT service suppliers as the service suppliers of funding schemes

Lack of Awareness on Funding Information Platforms HKPC Implements Three Strategies to Empower SMEs with Updated Government Support

The survey also found that SMEs have insufficient awareness of funding scheme information platforms. The top three platforms recognised by the majority of respondents were “HKPC – Biz Expands Easy (BEE)” (29%), “Support and Consultation Centre for SMEs (SUCCESS)” (21%), and “HKPC - SME ReachOut” (20%). To enhance the awareness and utilisation of related platforms among SMEs, Ms Vivian LIN, Chief Operating Officer of HKPC, announced three major actions on the same day to assist these enterprises in achieving excellence and value-added growth, as well as making proper use of Government funding schemes:

1. Establishing Biz Expands Easy Square (BEE²): BEE² brings together Government departments, industry associations, and funding schemes applicants with the objective of establishing a communication platform that provides interactive experience-sharing sessions, helping SMEs as well as startups to obtain Government funding information. Applicants can submit applications on the BEE platform under the role of “Individual” or “Organisation”.
2. Launching a New "Government Funding 101" Video Series: Short videos showcasing successful Government funding application cases will be shared to provide SMEs with an introductory guide to the application process.
3. Enhancing BEE ePass Functionality with Integration of “iAM Smart” : The integration of “iAM Smart” with BEE ePass allows users to conveniently log in to BEE ePass using “iAM Smart” without the need to provide username and password, enabling them to access and manage the Government funding schemes administered by HKPC easily.

The "BEE@HKPC" mobile application, supported by Hong Kong Productivity Council (HKPC), has been honored with the Galaxy Awards 2023. In October of this year, it received the Bronze Award in the Mobile Media category from MerComm, Inc. based in the U.S. The Galaxy Awards aims to recognize organizations worldwide for their outstanding performance in corporate communications, and the judging panel consists of international professionals. The award signifies the international recognition of the platform quality of "BEE@HKPC" 

The "BEE@HKPC" mobile application was launched in March of this year, in conjunction with "Biz Expands Easy" and "BEE ePass" to provide a one-stop solution for small and medium-sized enterprises to understand government funding programmes, submit applications, and track their application status. The newly added appointment consultation feature encourages applicants to seek free one-on-one consultations online, over the phone, or in-person. Additionally, applicants can use the platform to check the status of their funding program applications and access related information, enabling them to manage multiple applications anytime, anywhere.  

As of September this year, the mobile application has attracted over 12,000 downloads, while the online platform has reached 430,000 page views.  

Since its first launch, the "BEE@HKPC" mobile app has gained industry recognition and received several market awards, including the Honours Award at the Astrid Awards 2023 and the Winner of Regional Digital Initiative of the Year - Hong Kong at the Gov Media Awards 2023.

"BEE" platform also won the "Websites: Microsite" Honors Award at the 2023 Astrid Awards hosted by MerComm, Inc., the innovative design of the platform was highly recognised.

HKPC recently launched the "BEE@HKPC" mobile application which allows users to browse and explore government funding schemes on mobile devices, user can also make appointments with HKPC for consultation services to get deeper understanding of the program details. The "BEE@HKPC" mobile application also supports users to check the application status and relevant information of government funding schemes by login to their "BEE ePass" account, managing different applications anytime, anywhere.

Raising the Government’s subsidy ratio from 1:1 to 2:1 (with effect from January 1, 2023)

With a view to maintaining competitiveness of Hong Kong's logistics sector, the Government of the Hong Kong Special Administrative Region (the Government) launched the “Pilot Subsidy Scheme for Third-party Logistics Service Providers” (the Pilot Scheme) on 12 October 2020 to encourage the adoption of technology by the logistics sector for enhancing efficiency and productivity.

To further encourage the logistics enterprises to adopt technology, the Government has implemented an enhancement measure by raising the Government’s subsidy ratio from 1:1 to 2:1 with effect from January 1, 2023 . The cumulative subsidy ceiling per applicant enterprise will remain at HK$1 million. The Government will cover a maximum of two-thirds of the total approved project cost and the applicant enterprise has to contribute no less than one-third of the total approved project cost in its own cash (except the audit fee of project). The Management Committee (MC) of the Pilot Subsidy Scheme for Third-party Logistics Service Providers (Pilot Scheme) approved at its seventh meeting on December 14, 2022 a total of 13 new projects (including projects on application of technology as well as purchase of X-ray machines and Explosive Trace Detection equipment for setting up Regulated Air Cargo Screening Facilities by logistics service providers), with the approved funding amounting to around HK$5 million.  As at 14 December, 2022, the MC approved a total of 173 projects, with the total amount of approved funding around HK$103 million.

The HK$300 million Pilot Scheme was launched on October 12, 2020 to encourage the logistics trade to enhance productivity through application of technology.  With the subsidy provided on a 1:1 matching basis, each enterprise could obtain subsidy for a maximum of four approved projects, subject to the cumulative subsidy ceiling at HK$1 million.  Each subsidised project should be completed within 24 months.

The MC comprising members from the logistics trade, industrial and professional sectors has been set up by the Transport and Logistics Bureau to consider and approve applications received under the Pilot Scheme.  Various factors (including the eligibility of applicant enterprises under the Pilot Scheme, the relevance of proposed projects to the applicant enterprises’ businesses, as well as the budget and implementation details of projects) have been taken into account by the MC in vetting the applications.  The MC will continue to monitor the implementation progress of the Pilot Scheme.

(Hong Kong, 12 October 2022) the Innovation and Technology Commission and the Hong Kong Productivity Council (HKPC) organise “TVP Tactic Day” to launch the new “TVP ePROQ” platform today. The platform aims to provide an open and transparent procurement platform to serve as a “one-stop shop” for applicants to conduct and manage their procurement exercise and for submitting relevant documents. Leveraging the occasion, there was also sharing on the latest trends in digital transformation and tactics for TVP application with SMEs.

TVP is one of the Innovation and Technology Fund programmes administered by the ITC of the HKSAR Government, aiming to subsidise local enterprises and organisations in adopting technological services and solutions to upgrade and transform their business processes. In order to optimise the funding application process and to resolve the pain points of SMEs in obtaining quotations from service providers, HKPC launches the “TVP ePROQ” platform to let applicants conduct the request for quotation (RFQ) exercise in a faster and more efficient way, enabling them to manage the procurement procedures and submit relevant documents on a single platform. It will save applicants’ time on searching for suitable service providers and speed up the entire TVP application process.

Through the platform, service providers can also submit relevant proposals and quotations for projects they are interested in. This can help service providers discover more business opportunities and increase their opportunities in participating in TVP projects. As of today, more than 200 service providers have already registered on the platform, all set to experience the brand-new procurement process with the applicants.

Ms Rebecca PUN, Commissioner for Innovation and Technology, said, “For the first nine months in 2022, we have received over 8,000 TVP applications, reflecting the growing demand of local enterprises and organisations for the application of technology to promote business development. After experiencing the COVID-19 epidemic in the past few years, enterprises have come to realise the importance of the application of digital technology to their daily operation and future development. We hope that the industry can make good use of the TVP to improve productivity, or upgrade or transform their business processes to enhance long-term competitiveness.”

Hon Sunny TAN, Chairman of HKPC, said, “HKPC has been appointed by ITC to serve as the secretariat of TVP since June 2021, providing professional secretarial and administrative services with our expertise. To further enhance applicants’ experience in the application process, the new ‘TVP ePROQ’ platform is launched as an alternative to allow a wider selection of service providers and to streamline the procurement-related processes and submissions. It will also enable more service providers to have easy access to TVP projects for which they could potentially offer their services. HKPC will continue to support the local enterprises and organisations, especially SMEs, to better utilise the government funding for engaging technological services and solutions to upgrade and transform their business processes, in order to boost their long-term competitiveness.”

The event invited successful applicants and industry representatives as guest speakers at the panel discussion, to share their success stories and experiences on TVP, and to explore new trends in digital transformation accelerated by the COVID-19 pandemic. A sharing on TVP application tactics was also held at the event to provide applicants and enterprises interested in applying the TVP with practical tips, facilitating their application process.

To assist applicants and service providers in better understanding and utilising the platform, HKPC has published the user manual on the platform website, listing out the key functions and operation procedures of the system. Relevant guidance and samples are also available for applicants to facilitate their preparation of specifications under the new platform. The Hong Kong Productivity Council (HKPC) today announces the launch of the new BIZ Expands Easy (BEE) funding portal empowered with BEE ePass service. The launching ceremony was held to showcase how the one-stop platform can help systematise and optimise the funding application process for government funding application, unlocking boundless opportunities for the industries.

BEE is a one-stop integrated platform consolidating information of various government funding schemes covering digitalisation & cyber security, smart & green living, SME & startup support, enabling different industry sectors to explore funding resources and support for business development. In order to help users successfully apply for suitable funding schemes, the funding portal provides a self-checking eligibility kiosk, allowing users to check their application eligibility for funding schemes at their fingertips by understanding their own business conditions and development needs, and the funding objectives, scope and application requirements, etc. Through the BEE ePass service, enterprises or organisations can log in, view and manage those government funding schemes which HKPC serves as the secretariat, and process different applications simultaneously with a single user account and password. This function also enables users to auto pre-fill registered company information, saving the time of repeatedly filling in the application from scratch.

It also allows users to check and understand the requirement of funding applications with the self-checking eligibility kiosk. Together with the BEE ePass service, this platform even allows enterprises and organisations to manage different funding applications simultaneously with a single user account and password, and auto pre-fill registered information to streamline the application process. HKPC hopes that BEE can render great help to enterprises, and continue to exert the professional customer service spirit of the Funding Scheme Branch to bring positive influence on the society and benefit more SMEs.”

The launching ceremony has also invited nine representatives from enterprises of different sectors that have successfully applied for different government funding schemes as guest speakers in the panel discussion sessions, sharing their successful cases and experiences on applying for funding and exploring how the funding schemes can promote enterprises to respond to smart and green living and develop digital businesses. It is aimed to encourage different industries to upgrade and transform their business operations and improve their cost-effectiveness with the support of government funding.
