【Hong Kong Customs’ “Green Pass” helps you explore infinite opportunities】
“Hong Kong Authorized Economic Operator Programme” is administered by Hong Kong Customs under an open and voluntary certification regime. Under the Programme, local companies of different sizes which have met pre-determined security standards will be accredited as Authorized Economic Operators “AEO”, and recognized as Hong Kong Customs’ trusted partners to jointly secure the global supply chain. Beyond enhanced security benefits, AEOs will enjoy other facilitation and advantages including:

Eligibility
All local companies such as manufacturers, importers, exporters, freight forwarders, warehouse operators, carriers, etc. involved in the international supply chain activities are eligible to join the Programme. No accreditation fee will be charged.
AEO Accreditation Criteria
To cater for different stakeholders of the industries under this partnership programme, Hong Kong Customs will grant AEO status to qualified companies in two tiers. This tiered accreditation will be awarded according to their level of compliance with pre-determined criteria set out as follows:
These accreditation criteria specify the requirements which companies participating in the Programme should adopt to enhance their security measures and standards. To test their readiness for AEO accreditation, companies are firstly encouraged to conduct a self-assessment via our online self-assessment tool, AEO iPASS, on their internal policies and operational procedures against these pre-determined criteria. Customs officers, upon receipt of the application documents, will conduct on-site validation to confirm the company's implementation of related security measures and procedures.
AEO Mutual Recognition Arrangement (MRA)
The development of AEO programmes has become a global trend. Currently near 100 numbers of overseas Customs administrations, including most of Hong Kong’s principal trading partners, have fully launched their AEO programmes. Some of them have established among themselves MRAs, whereby AEOs of one economy may enjoy facilitation provided by the others.
Hong Kong Customs will explore opportunities for developing MRAs with other Customs administrations. MRAs will further enhance the competitiveness of AEOs in Hong Kong with diversified benefits granted by overseas countries. All these manifest Hong Kong's devotion to securing global supply chain and help strengthen its competitive edge as a major international trading centre and regional logistics hub.
At present, Hong Kong Customs has concluded 16 MRAs with the Mainland of China, India, Korea, Singapore, Thailand, Malaysia, Japan, Australia, New Zealand, Israel, Canada, Macao and Bahrain Customs. HKAEOs are able to enjoy reciprocal clearance facilitation provided by 16 economies.
